I have never heard any English speaking person using the latin version of that phrase, I have only ever heard the english spoken commonly   "Who will guard the guards?" Hi Russ. Well googling it on English-only pages gets 127,000 hits  ("Who will guard the guards" gets 14,000) - but ...
