Sure.  I'm not too far from Providence, but our core PHP group currently numbers about a half-dozen. A JUG would likely attract more people in Boston/Cambridge.  Providence also has a monthly Geek Dinner that splits off into all directions after the initial presentations.  Could start...

Those are the feet of Mitch (left) and Louis (right).  Photography of the useful or demonstrative variety was never my strong suit, but the Boston PHP photos will likely show their actual presentation, rather than all of us huddled around a Powerbook.  :)
