I got the error when I clicked on Download or either Download Latest button on http://www.joomla.org.
Its working again now - i was just about to delete my post when you replied!

I dont know your os environment but I can download and install without ever invoking winzip or the other zip utilities I have. Download the module/component zip file to any convenient place on the server and dont touch it with your unzip utility. Then use the admin Install|Module or Install|Componen...
