Assuming that you're going to want to integrate phpBB3 and Joomla! 1.5, one extension (that I know of) that will allow you to do this is rokBridge by RocketWerx.

I'm planning on taking over the development for a extension project. I've already talked to the current developer and we are working the technical things out (domain, hosting, etc.). How do we transfer the control of the listing on the Extension Directory from him to me?

Use churchInfo on your lan. Use Joomla! for your site. It's better to keep them separate as churchInfo will contain confidential information.
