The line needs to be inserted after the last tag.  You might try placeing it at the bottom of the file after the last closing php tag

It is good to know that security take precedence here.  I have 29 or so Joomla sites to patch. 
I've done two so far.  Problem with Joomlaboard (latest version) encountered.

Selecting an existing topic throws the following:
