Filtering forum topics?

It is a great thing that so many languages are used in these
forums, except for the fact that I can't read more than about
70% of the discussions because English is my only language.

Is there any way to create a list groups of forums to exclude
from searches for new posts? For example, is it possible for
people who speak German and English to only see forums in
those languages.

I guess an alternative task would be for more technically minded
people to just see heavily technical groups and for advocacy
minded people to not see the heavily technical groups.

Click on: http://forum.joomla.org/index.php?action=search and select the option: "choose a board to search in".
