Navicat is not an extension, it's an app.
I know they are supporting Joomla! but I am sure you can find a different (and a better) way to show your gratitude. It's like adding "extensions" like "Google" just beacuse they have supported events.
PS: btw, there's a typo on the title "Navciat"

The only exception to this rule are the applications in the 'Tools' category. This contains tools for creating and maintaining websites.

Yes its correct that we have non-extensions, that are helpful for maintaining and creating Joomla! websites, listed in the Tools category.
