Yes there is help... but the title isn't exactly intuitive.  Our forum here is considered part of Joomla's "sites and infrastructure" ... in other words, the administration of any Joomla website, including forum.joomla.org.

The answer to your question is... you need 5 posts on the Joomla forum in order to take advantage of private messaging.  This prevents spammers from coming in and signing up and spamming all our users.  (They sometimes try posting 5 spam messages in forums but we don't fall for that, and they're deleted as quickly as they came.)

EDIT: After asking this question, looks like you're at 5.  No more worries.
