Joomla! Logo abuse ?

Hi. My name is Juan Pablo. Today I found this

This website was made by the government of Tucumán (that's where I live, in Argentina). Anyway, I believe that these hateful people stole Joomla!'s Logo.

note: you have to let the logo at the top cycle through a few before the Joomla! logo is there...

It's indeed the Joomla! logo..

The Banner says "Generacíon libre" , "donde tu opiníon vale".
Translated "The free generation" , "where your opinion counts".

However, in the botton line you can read "Hecho con WordPress - Logo extraido de joomla" "Software Libre - Copyleft"
Translated "Made with WordPress - Logo extracted from joomla" "Free software - Copyleft"

It seems like this is not allowed.  According to the Brand Manual (http://www.joomla.org/content/view/259/70/), you are not allowed to use the graphic next to your own text.  I took the following from page 11 of the Brand Manual:

Never combine the symbol with any
other text or logo. For use as an graphic
element or imagery, it must stand alone.

Never use the symbol, as a graphic
element or imagery, alone on any
communication materials without the full
Joomla! logo used in the same context.

yup that sure is the Joomla logo in the flash banner.

I think the designer who made that flash has used the logo there after all it is a nice concept logo and looks so damn good.
