Suggestion for Improvement - Project Members Management

I was not able to find an option to change the usergroup of Project Member. Is this normal? Or is it supposed to be in this way?

Can you see Project Admin --> Permissions --> User-role matrix? In this screen you can set the roles of all people in a project. I might be mistaken, but you might have to be Project Admin to see this. Can you check, please?
