If an extension gets good votes and if it has 15 votes, it will be listed in the "Top Rated".

The problem is, that if a good extension is listed in the "Top Rated" than it starts getting many poor votes because it is very easy to remove this extension from this list again with only one or two poor votes.

Yesterday the SOBI2 Flash Plugin had 14 votes with 5 stars. Today it got the fifteenth vote - already 5 stars, so it moved to the first position of the "Top Rated" list. A few hours later it had 19 votes and only 4 stars. So it got 4 very poor votes in only a few hours. The only reason for these votes can be, to move the extension down in the list.

I think that 15 votes is not enough to determine if an extension is good or not because it is too easy to manipulate the rating.
Most of the very good components like JoomFish, JoomXplorer, JCE, VirtuMart etc. aren't listed in the "Top Rated". I don't think that SOBI2 Gallery is a better extension than let's say JoomXplorer.

The "Top Rating" system makes no sense as long as good extensions got bad votes only to move them away from the list and if it is so easy to do that. If the limit for the "Top Rated" is set e.g. to 50, it needs a lot of poor votes to move an extension down.

The Editorial Team will discuss if there´s a need to adjust some setting and perhaps provide some better descriptions of the current lists and modules that the users meet at the Extensions Directory. 

More important issue raised here is the indicating that Votes are being manipulated. That will in no circumstances be allowed, and actions will be taken according to the rules if that should happen.
Let me refresh the rules for Voting here:

Voting

• A user account can only vote once per extension. Please do not vote until you've used an extension thoroughly, making sure you have configured it correctly.
• It is not allowed for a any person to solely rate an extension to artificially inflate the rating or vote count.
• It is not allowed for the same person to have more than one account on the Joomla! Extensions Directory.
• It is not allowed for an extension developer to give negative votes to other extensions who are in competion for rating ranks, or to submit votes to extensions which offer similar functionality.
• If any of the above three rules are broken by an extension developer who has extensions on the Joomla! Extensions Directory, all extensions owned by the developer will be unpublished from the Joomla! Extensions Directory for a time set by the Joomla! Extensions Editors (starting from one month to inifinity).

I know the rules. It was the first link that I have read after I registered my account in extensions.
But some people either didn't read them or ignore them.

I had a feeling that you were well aware of the rules - was just refreshing for those that might have missed them 

If some users actually do ignore those rules, then any fault Votes will be removed. We will have a closer look at this.

I have the same signature in every forum (copy&paste). Really sorry about this.  :-[
By the way: SOBI Gallery gets 2 poor votes again and is not on the top of the list anymore.
It doesn't really matter for me to be in the list but our components (and not only ours) get poor votes only because they are there 

EDIT: I'm happy: all our extensions are out from the list.  . Gallery with two poor votes more
