This option may exist within the source forge but I have to ask.  Is there a way to monitor projects (a.k.a.  like file monitoring currently) for when new files or changes have been added?  The reason I ask is that there are a lot of projects created without downloads attached. I would be nice to have a way to add projects to my tracker so that when the author uploads a component, module, etc., I have a way of being notified.  This way I don't have to use the search all the time and scratch my head thinking "I remember a project like that but can't locate it.

Yes.

For projects of which you are a member, navigate to: My Workspace  > Edit Monitoring Subscriptions,
select the project you want to monitor, click on the "Monitor Applications" tab and select the apps
about which you want to receive notification. When any new materials are added, or existing materials
are changed, you'll be sent e-mail per you e-mail setting preferences.

If I am a member of a project is that like being a developer?  If so, how hard would it be to add this option?

Well, not necessarilly a developer. If you sign up to a project, the admin will set a certain level of permissions. I have a few 'spectators' who only joined up to look/monitor, and have set to allow them to view just about everything, including non-public releases - which I don't have yet anyway (apart from planning items).
I agree that it would be handy to be able to monitor an 'empty' project without having to enlist.

Hmm.. Boomzilla's sugguestion wouldn't be optimal.  Sounds like the Forge could use monitoring capability at the project level instead of the file level....
