PDO database API for Joomla 1.5

Is there on ongoing effort to make a general database API for Joomla 1.5+ ?
I am personally interested in contibuting to an effort to prepare a pdo api for db2 ver 9/Linux, because we need
the native xml feature which is currenty available only in ibm db2 9.
