vocEd program needs help with install

Here is the problem:
We are trying to install Joomla 1.0.11 on a web server which has the CGIWRAP program running in the background.
The problem is that CGIWRAP is somehow keeping the index.php program in the Joomla installation from executing. Each time we try to access that page, we get an error saying that the page does not exist.
The admin has a solution that works specifically with their servers and that is to create another directory which contains the directory structure of the Joomla installation. The catch is that all of the folders in this new directory must be empty and that no other files are in that directory -- only empty folders that are an exact duplication of the file directory structure of the Joomla installation. The idea is that the CGIWRAP program is somehow "helped" by the existance of this second "shadow" directory to find the proper files and execute it.
I've tried using this method and double and triple checked the file directories for congruency and it does not work for me. Is there another way to get around this CGIWRAP issue? BTW, installation of Joomla on other servers that don't have CGIWRAP running have no issues whatsoever. Only in this instance with CGIWRAP running on a UNIX server does the problem occur.
