Forge Request - Linking atrf#'s to the tracker

Following the ViewVC tracker there is available a hack that allows automatic linking of tags to areas. One could set this up to link [artf####] to the artifacts, and forum,topic to the forum.

Would probably require some hacks to the posted code to support the SF systems. Would be good to pass on to VA.
