Good Morning;

    I have searched and seen this has happened in the past, but nothing recent, so I thought I would say that I can't seem to download the new Joomla packages.  I've been trying since Friday both at home and work and I get these messages.

The connection has timed out

The server at developer.joomla.org is taking too long to respond.

OR

The connection has timed out

The server at forge.joomla.org is taking too long to respond.

depending on what download link I click.  Can someone please advise.  I've tried different browsers and different ISPs.

Unfortunately, everybody is suffering from this problem.

I'm sorry sir, I didn't see this when I did a search.  Sorry for the duplicate problem entry... 

I will await the solution with the rest of the hopefuls in the Joomla world,

There are no official mirrors, but there are many unofficial mirrors (like in my sig).  If you download from a third party, be sure to check your download against the official md5 checksums.
