Yes, that link still refers to http://forge.joomla.org/sf/frs/do/viewR ... 1_0.1_0_12
Furthermore, the "Download" link under Cutting Edge Content Management wrongly refers to http://developer.joomla.org/sf/go/proje ... joomla_1_0


The link under the left column "Download latest Joomla! 1.0.12 1.5 Beta" is correct!

...and on Joomla! News:
Left column -> Joomla! 1.0.x -> Download (probably same link/menu/component like on main page)

...and on dev.joomla.org:
Left column -> "Joomla! 1.5 Development" -> Browse the Code / Report a Bug / Request a Feature

Links in release announcements... Probably a bit annoying to change all those, but you could maybe at least correct the ones in "Joomla! 1.0.12 Released" (since it's still on front page). And don't forget the linked image ;) (for whatever reason it is linked...:))
