Can I publish the help.joomla.org and dev.joomla.org content, distributed under a Creative Commons Attribution-NonCommercial-ShareAlike license on my site if my site has ads?

If I am allowed to do so... Why help.joomla.org and dev.joomla.org have not ads?

And, if my local laws state than I am running a business if I am publishing ads on my site, is a fair use of the Creative Commons Attribution-NonCommercial-ShareAlike content?

And, if you allow me, being a business according to my local laws, to publish your content, are you going to do the same with all the businesses?
