Coaching Non-Profit Seeking Website Development Help

Hello,
I hope I am placing this post in the correct area. I am a representative of a 160 member non-profit that needs a serious website facelift. We are stumbling through creating content using only a text editor and FTP connection.
Since we are non-profit, we have limited funds but could pay a small, negotiable fee. Perhaps more compellingly, we could offer business or personal life coaching services in exhange for the website development. We would also provide a glowing reference.
We have an existing site (http://www.icfvancouver.org) and just want to get onto a CMS. We don't care too much about transferring old content although some of that may be required. Here is the functionality we would like to incorporate on a forward going basis.

- A CMS system that has a free license
- A CMS system that can be updated from any computer with an Internet connection
- A place to inform members of our upcoming meeting.
- A newsletter system (although we are using SendStudio right now which works nicely but doesn't integrate into the site. Perhaps we should keep what we're using. Hmmm...).
- A place to archive old newsletters.
- A place to inform members of other events in the community.
- A system for profiling our members.
- A resource repository for articles and other useful information pertinent to our members.
