Guide for the Professional Services forum

Could anyone set up a guide sticky on the Professional Services forum to make people maybe think before the post something.
I'm not talking about rules, just a guide.

Right now there are posts like this:

"I need a professional custom template for my site and I need it yesterday"

When I reply on a post like that to request more information and offer my services I usually get a reply with something like:

"Hi, I have a budget of $50 and this and this and this needs to happen"

For me, a custom template can't be build for $50 so if I knew about this budget I wouldn't have wasted the time emailing.

Some examples guidelines:

- What do you need? (component, module, template or whatever)
- Short description about what it needs todo.
- What time frame are we talking about?
- What is the budget?

Anything else anyone can come up with than please add.

There is I believe an SMF mod toenforcethe reading of a sticky when entering a section of a forum
