Non-Profit Site for Insitutions in multiple States

(Sorry for double posting, just found this section of the forum)
I have only just started playing around with Joomla, and I like the functionality it provides, however, I am currently looking into some options for a not-for-profit Institution that I am involved in which has offices in 7 different states (Australia). ( The Australian Institute of International Affairs).
Initially I thought that I could put all States together, but they are complaining that they want to be able to have separate event pages and separate new items.
Here is my problem though.... Cry
I want to have a National page which offers a compiled group of events from all of the branches, and has summaries from all of the branches.
but
I also want to have individual pages for just the states (eg. so the members of that state can log into that site)
which leads me to
membership management. I need to have separate databases of members from each state, that enable them to update their address and other contact details.
Finally, I want the state branches able to edit their own state site page, but not the national one...
Is it possible? Any ideas? Appreciate any help available.

P.S. As the Chairman of the AIIA's Youth Network - ACCESS, I am also looking at something similar for the various ACCESS branches, but I am sure that once I have a solution for the AIIA, I can use the same for ACCESS
