Whats the ethical approach

Hi
I'm looking for a little advice from the much more aware than I am people, with regard to intellectual copyright and and open source licence.
I use a third party module called sw_freelinks, this to my mind is an excellent module. It allows the placement of advertisement in any module position, it serves itself by enabling up to 24 different adverts per module, this is best utilised with the links to affiliate buttons etc.
My question this module does not seem to be on general release and the authors www.soceityware.com do not seem to be contactable, anymore, or at least I cant find then, if you know then shout aloud please. I really think the joomla community should have this module at there disposal, I find it extremely useful, so how do I offer this on general release without offending any one. This is not my work. I have already submitted to extensions (3 days ago) who have not replied, so I take this as a polite NO you cant put it here ?

The module works with joomla 1.0.XX and with 1.5 under legacy mode.
