Help Needed : Joomla for Wildlife Research and Conservation Community

Dear Friends.....
Being an Naturalist and avid ornithologist who was once upon a time geek IT Pro. I consider IT as one of the best medium to collect data, share and educated people about our fauna and flora.
I'm building a community portal where we can disseminate, share and analyze thoughts, data, create awareness, scientific data about our fauna and flora.
Currently I have kept the geographical scope to GUJARAT State of India (MY HOME STATE) and in second phase I'm planning to cover India.
I would like to have some friends who can guide me during this setup, as being a IT guy I think it will be easy for me to follow the help.
The portal will have following functionality in brief.
1. Forum to discuss various issues,species identification, sightings, trip reports etc.
2. A Picture forum to share pictures of fauna and flora
3. A Picture gallery organized in scientific manner(Classification) to Gujarat fauna and flora. (Pictures will be taken from Picture forum.)
(For item no. 3 see example at http://orientalbirdimages.org/ )
4. A documentation on Gujarat fauna and flora in Wiki Manner.
5. Old books(Copy right free) in digital format (Like fauna of British India series etc.)
6. Species Sighting Records
6. GIS enabled portal to add/see birds distribution in Gujarat/sightings records.
7. Regular newsletters
8. moderated Chat on special topics by invitees.
If anyone like to add some more functionality with respect to the subject the suggestions are most welcomed.
I hope there will be some members who will help me in setting up proper portal.
