How does this training work?

I want to figure out how to participate in the developer course:
http://dev.joomla.org/component/option, ... nners:ide/I downloaded Skype, tested it successfully, went to this J!101 forum, but honestly not sure how to access any form of training. Probably something I'm missing. Very interested, though, if someone can point the way.

We're still in the process of getting it all sorted out. The tools for the types of training we want to provide are not easy to select and get setup. A small group of us have been working on getting A/V style tools so that we can do live sessions and record them for posting on joomla.org. It will probably be some time before we get all that in place and find developers willing to put together lessons.
For now, hanging out in the Skype chats is a reasonable way to get involved. A few developers show up on occasion and there are some "newbies" who actually know a few things. But as yet (and probably for some time yet), there are no training courses available.
Sorry.

To add to Bruce's comments, there are things you can do before the "group activities" take full swing.
For example, go ahead and
install the IDE for that link you have. The
Skype chat can help you with questions on that and help you get connected to the JoomlaCode repository.
Much of the curriculum linked to in the
Joomla! Beginning Developer Course is intended for self study, depending on where you are at, as a learner. So, once you get your IDE environment in place, if you want to get started with that material, you can ask questions in the forums or the Skype chat and get assistance.
We are all figuring this out, so, feel free to join in and help shape this learning environment with us. We'd welcome your involvement!
