Request for website development help for Asian non-profit organisation

Hi everyone,
I work for the Amana Media Initiative, which promotes peaceful initiatives, peace dialogue and human rights in Muslim and other communities across Asia.
We publish a magazine and run a website. We are trying to improve our website, http://www.arf-asia.org/amana, so that we can have more impact and reach more readers. We run the website using Joomla!
We want to make some minor changes to the website rather than radically altering it.
We would also like some advice on some minor faults we have with the website. These include an inability to view PDFs uploaded on the website and an unpredictable mass mailing function to announce new publications.
If anyone is able to help us, we would be extremely grateful. Because of limited resources, we are looking for a volunteer web designer to help us.
