Svn problem

hi
i have problem with Svn every time i try to commit my changes i get this error
Error: MKACTIVITY of '/svn/docman/!svn/act/5eb9acdb-2795-ff4d-9cb1-6668b20c2373': 400 Bad Request (http://joomlacode.org)
i can update svn or even lock files but when i want import or commit i get this error it seems i have not writing access or what
im using tortoise svn client
