Hello Joomlers! I`ve been using Joomla! Since September 2005, And i have to say is the best CMS and Framework in all the planet, Now i want to start the official site of Joomla in the Dominican Republic, i`ve seen a lot of Joomla based sites in my country, so i want to know what steps should i follow to create this site.

In general I would argue that you can just start it.

There is no such thing as an "official" Joomla! site besides the joomla.org sites and other domains controlled by the Joomla! project.
