Is there a way to subscribe to a forum like say "General Discussion" so that I can be notified of new threads and posts? I can only find ways to be notifed of new post's within a thread.

You can request notification for replies to topics with the "notify" button in the topic.

Similarly, you can request notification for new topics in a board with the "notify" button in said board.

There is currently no option to receive notifications of all posts within a board automatically.  This isn't the most popular feature with server administrators because sending emails is, on most servers, a very taxing procedure.
