Maybe it's a good a idea to place a link to the bugtracker on http://developer.joomla.org? 
Which bug tracker and where would you like to see the link?

Well if you got to http://developer.joomla.org/sf/sfmain/do/home you don't see any link to the bugtracker. IMO it would be logical to have a link over there...

But which Bugtracker -- there are hundreds across the site? Each project may have one or more trackers.
Picking out one bug tracker for one project on the home page would be inappropriate - all people/projects created equal etc.
Help me understand further what you're looking for.

I mean the bugtracker of Joomla!
