I guess the follow-up question is ... should this be listed on the Extensions directory?

Great news, thanks Lorenzo :) I think this will do quite a bit to protect the reputation of Joomla and 3rd party developers. Now Wales' national assembly is running a Joomla website and has discovered hidden advertising from Joomap: http://www.dysg.org.uk/
These hidden links don't do anything for Joomla's credibility.

Yes, 100%. Technically you'll be in violation of Google's guidelines.
