As the topic subject says, the joomla download site is unavailable all day. Is this a scheduled outage? how long until it's back up? Is there anywhere else I can download joomla ?

There is no official mirror where you can download Joomla, but I found this tread: http://forum.joomla.org/index.php/topic,128190.0.html
Note: be very careful with software that you download from an unofficial source!
In the past I have seen an unofficial Joomla package that was modified with some adware.
Joomla Diagnostics is a helpful tool to check if the files are not corrupted:
