Where to find good coders

I represent a non profit who needs a component developing.

We have a serious budget and have posted the project on Joomlancers, we have also contacted a number of high profile Joomla developers, all of whom are either too busy or just ignored our requests for a quote.

Can anyone reccomend where we can find a decent developer or team who may want to quote on our project?
