About the Translation utility in the topic "RESOURCES: Developer Software and Tools"
The Ini Translator does no work with the PHP files used in Components of Joomla.
I think the best utility to translate the files is the WinMerge utility.
You can find it here: http://winmerge.org/index.php

This utility can compare line to line of 2 files, and like that, you can see what is translated or not.
Even if there is a new version of the original file, then you can just compare with your file and you know what where the new lines added to the original language and you can only translate that ones.
That's it.
