How do you insert an image into a forum discussion?  I see the insert tags but do you just type in the location of the image on your computer?

When you create a new post or reply, there is an 'additional Options...' link, click on it and just upload an attachment (Maximum attachment size allowed: 200 KB). It works for me.

You can also hotlink images providing the site in question doesn't mind. (Check for copyright usage first!)
