discussion forums / mailing list - aberrant behavior

one of the projects I'm involved in has noticed some aberrant behavior with discussion forums / mailing lists.

• not all forum posts are emailed out to all users.  even two users with addresses at the same domain and server are missing different posts.  spamassassin logs have been double checked.
• another user reports 12 to 24 hour delay before emails come in.
• recently forum access has been really intermittent - frequent "under maintenance" notices.
• I emailed to the project list regarding this problem yesterday.  since then several reply emails have been sent (and recieved) to/from the list, but none of it has shown up at the discussion forums!

We understand if there are difficulties at the forge, but need to stay informed so we can route around issues as necessary.

ok, more research has been done.  and i believe all emails are actually coming in now.  however random emails are severely delayed - by days.  this lead me to believe i was not receiving them at all.

this is happening not only with the mailing lists but also other tools that i am monitoring such as file releases.  as developers on at least three different continents are experiencing this, my assumption is that forge's mail servers are at fault.

theory: perhaps the mail servers are completely overloaded (check registered user chart) and shoving random mails into some data storage rather than droping them.  these emails are then picked up much later by other servers for sending.  commendable action if that is the situation, but annoying especially if we don't know that this is happening.

Yes I have noticed similar problems with forge monitoring emails and tracker notifications for the Ofificial Joomla! project

I have to confirm that change-report emails has huge delay, now is Friday 20.1. and few minutes ago I have received an email
with this:

FRS File deleted: Joomla_1.0.0_to_1.0.7-Stable-Patch_Package.zip


Project: Joomla!
Folder: 1.0.7

frs3311: Joomla_1.0.0_to_1.0.7-Stable-Patch_Package.zip

So thats about 4days and I have lot of similar emails 2-3 days old too.
