When a user requests to join a project, users with project admin permissions within the target project will receive the request via e-mail from SourceForge and the request will show up on their "My Page" under the "items awaiting my approval tab".
Important -- when you have approved a new user to your project, don't forget to go to your project admin page within the project and give the new user permissions to the project (from within a project "Project Admin" -> "Permissions" -> "User-Role Matrix").
if you don't - they'll be a project member but will be restricted to project default-permissions :-(

I appreciate the default lack of permissions Col. It makes sense.
We receive a fair number of membership requests to our project, but many of the requests have ambiguous user comments. This makes it difficult for us to distinguish between developers who can actually contribute and users who didn't really know what they were doing.
Could we have the request form changed and have some notice added to the effect of: "To help your membership request be granted, include details as to how you want to contribute to the project and what skills you have to offer".
Or an option for the project administrator to set such a message would be great.

Unfortunately, this is not possible. There are basically two options now, turn membership requests on or off.
