Where should bugs be reported?

Where should bugs be reported?

Right now there is not a clear place to report bugs. THe Quality and Testing forum was the place, but that has just stickies about how to submit bug reports but no new messages allowed. I just told someone to report a bug, but I have to say I don't know where he would do it.

Until there´s a specific forum for that you could guide the user to the forge Bug Tracker:
