Wherever you think is best. Obviously, Alex's opinion is very important since he is responsible within the core for Community Events, etc., And, we are in no hurry. If we have not heard from Alex in a week, or so, maybe I could ask you to move this to Infrastructure?

Just a quick note, Alex is away at the moment. He is having exams and will be back shortly. In the mean time please keep the discussion going I'm sure Alex we want to accomodate your request once he notices that there is enough people who are interested to help make something happen.

WHen I get some time, I can start working on a template too. I can make it with one central header image and provide the .psd so other jugs can replace the graphic with their own but in a similar vain. What do you think about that?

hmm honest I feel that you are your time ahead. I would love to see some more docs and other JUG's really forming before we create child boards for this.
For me there is no real difference between a community and a JUG except (and this is the most important thing of course) the personal meeting.
We have language related forums and if we really create sub-forums I feel that it should be within those respective areas. The whole JUG discuss about how to handle it can take place here - that's absolutely fine with me. However I might move it to the Community Meetings board, as I feel it belongs more to this area.
