Where to post [Joomla!] bugs [on developer.Joomla.org]?

I found what it seems to be a little bug on Joomla 1.0.2.
If you set the pages to be SEO friendly (yes I changed the htaccess.txt to htaccess as instructed) none of the links on the menu work.
Wondering if it's just me or if this is already known/have simple fix?
