first of all ... i want to know what's the name of template used in joomlacode.org

and is there a script for the forum, other for the blog, other for the download center.... i mean they are so different... don't seem to be depending on the same script...

All templates on the joomla.org sites (and joomlacode) are specifically custom made for Joomla!. They are not available for public download. There are three seperate templates, all the joomla sites have their template, the SMF forum has its own template (which look like the joomla.org sites), and the joomlacode template is a GForge template.
