If you mean dev.joomla.org, than the posts are reviewed before being posted. If all comments were posted, it would be spam infested (almost 80% of all comments is pure spam).

perhaps you are allowed to post comments without review due to membership in a specific user group within the site's structure?
I know on my main site, all Team Members have the ability to bypass many of the checks that public, and even registered members are held to.
