Menu like in moostools

Anyone knows how to create such a nice menu like in http://mootools.net/ It consist of 4 sections and look like a flash menu. It is the colorful one on main page. Not on the top. There si DOWNLOAD - THE DOCS - THE BLOGS - KEEP TRAC
