Hi ! My first guess would be that safemode is set to ON at your server...
If it is, a work around is posted here: http://forum.joomla.org/index.php/topic,124522.0.html
You might take a look at the User Manual here : http://help.joomla.org/
I used an online version and the pdf manual but this was after an autoinstall
The objectives of this User Manual are to:
Help you to install and configure Joomla!
Describe the various types of Users and what their access permissions are.
Provide detailed instructions for both Front-end and Back-end inputting and
site management within the Joomla! User framework of Authors, Editors,
Publishers, Managers, Administrators and Super Administrators.
The manual's target audience is all levels of user from Author to Super
Administrator and is aimed at the newcomer to Joomla! although,
more experienced users will find it useful too.
AND there's a section devoted to Installations on the forum to rummage
through that may help. This post might be in the wrong category so it
might be moved here: http://forum.joomla.org/index.php/board,35.0.html
In any case, I suggest taking a close look at the help link. http://help.joomla.org/
For an FTP service,
it seems that many people are in favor of JoomlaXplorer for an FTP service.
You can find that here:
http://extensions.joomla.org/component/option,com_mtree/task,viewlink/link_id,102/Itemid,35/
Also, You might contact your host's helpdesk or support system and ask a few questions on the matter.
For myself, I recently installed joomla and had some problems installing
extensions of any sort. I discovered that safemode being ON and permissions
(chmod) of certain files in the admin section were unwritable. But this was
after an auto install, backing up the files - not the database -
deleting the autoinstalled files and reinstalling using FileZilla for my FTP services http://sourceforge.net/projects/filezilla/
If I may, please keep in mind that I'm a newbie to Joomla too.
But I can honestly say that I am now able to work with it..
If you do check out any of the above...
Would you come back and let me (us) know how it went for you ?

Re: Cant download joomla?
cyberquest, what does your post have to do with the Joomla download site timing out?!?!?!
I too am having trouble downloading Joomla via the link on the homepage.
"I need to download Joomla...it keeps timing out...can anyone post a different link". Safe mode...user manual...FTP service? What the?

Update: Old link is dead, long live the new link: http://joomlacode.org/gf/

I checked the link and it is working. If it is a new install you should be looking for this link on the page:
http://joomlacode.org/gf/project/joomla/frs/
Should look for Joomla_1.0.12-Stable-Full_Package.zip.
