Local Content for Green Energy Site

Hello,

I am in the process of developing a green energy portal (non-profit) and want to include local content based on state. Is there an easy way to do this?

I have downloaded community builder, but I was wondering if there is a way to base it on the IP address?

Also, does anyone know of a Carbon Footprint Calculator for Joomla, there are alot of them out there so I don't want to reinvent the wheel if I don't need to.

I would create a imagemap of the states, then link each state to a content section.  Or, way more labor intensive would be creating 50 joomla installations.  Ugh!
