Probably an issue on your workstation, I would start with checking for malware on it.

I checked the workstation and it is negative for malware.
I also realized that the redirect URL wasn't attached to my original post. Here is it again:
I tried connecting via a different ISP and I was able to connect to the joomla.org homepage and did not get redirected (btw my IP address here was 202.57.98.70).
I reconnected using my original ISP and I got redirected again to (the IP I have is 121.1.63.86).
Is it possible that somebody (a hacker maybe?) has placed a redirect script on http:\\www.joomla.org that targets a specific range IP addresses and redirects these specific IP addresses to the URL I quoted above?
Is there another explanation for this? Is this still a sign of malware behavior on my workstation?
I hope for your understanding and indulgence about this matter.

I apologize for the oversight regarding the URL. I was just hoping to provide information on this puzzling redirection issue I'm experiencing.
However, it seems another person has experienced the same thing.
A post by geefland yesterday has somewhat the same experiences as I have had
I think there's a problem somewhere. I'm still getting redirected away from the main page to that ghana location only a tad slower.
Is it possible that the main page has been compromised?

We do not experience this issue.
Believe me, if we did, we would have got hundreds of reports
