I am using Joombla 1.5 nightly build from yesterday... This really doesn't matter much
I am currious as to why there is subdomains for News, Help, Forum, Extensions, Shop and Developers... what functionality does this afford the end user and the administrator?

Each of our subdomain sites are completely separate installs of Joomla and/or other software, such as this forum which runs SMF.

why do you do this? What is the purpose?
I assume its to get over the problem of block placement specific to individual apps... Does 1.5 alleviates these issues?

The forum has its own server, the Extensions Directory has its own server, and the rest is basically on a third server Joomlacode are two separate servers as well.
Doing it like this has the following advantages:
* Permissions over sites without hacking the core (permissions will be dealt with in 1.6)
* Easier to move sites across servers.
* Keeping things as default and simple as possible (makes it easier to patch and maintain)
The biggest disadvantage is there you need separate accounts for the forum, Extensions Directory and Joomlacode. Somewhere in the future, we hope to solve this.
