w3c web compliance

Hi

I'm going to be doing a Joomla site, my first and someone I know mentioned that it Joomla isn't web complaint.
It will be a site for a government funded entity so it will need to compliant. Any tips? From what I've been able to glean the compliance depends on the template you choose to a certain extent.
