How many times does a user have to violate the advertising rules to be banned?

How many times does a forum user have to violate the advertising rules to get banned?
I would really like a specific answer to this.
There are some users who apparently believe this forum exists for their advertising needs.
And that the forum no-advertising rules do not apply to them.
Or maybe these particular users are simply not capable of understanding these rather simple rules.
Perhaps all forum users could benefit from some clarification.
That way everyone would know what they can get away with.
Given that some users seem advertise all the time, this could be valuable information for marketing all kinds of services related to Joomla.
How many times does a user have to violate the advertising rules to be banned?
3?
5?
10?
20?

What is the breakpoint?
I would really like to know.
That way I can start taking screenshots, start adding them up, and then ask why some users are apparently immune to banning for obvious repeated violations.
How many times does it take?
Myself, I have seen some users violate the advertising rules easily between 10-20 times.
Perhaps even between 20-30 times.
These users are still here.
Why?
Why is this situation going on-and-on-and-on-and-on-and-on?
Are these users "buddies" with someone that precludes the application of the forum rules to these particular users?
Hey if there is a good old boy system is in effect, I will certainly understand why some users seem to have a "get-out-of-banning-free" card.
Cronyism is rampant throughout the world.
Even I could understand if that were happening here.
Please, just say "this user is immune from the rules" and I would understand what you are saying.
Anyone who spends enough time in this forum to get familiar with particular trends, posting patterns, users habits . . . has got to wonder exactly what is going on here.
Watch the forum pretty consistently for 5-6 months and even clueless morons like me can see some patterns.
Maybe I simply don't understand what is and is not advertising.

Discussing your commercial components throughout the forum - advertising?
Pitching your buddie's commercial component for him throughout the forum - advertising?

As I am sometimes slow in "getting it" I would appreciate it if the forum administrators would clarify these issues for me.
While I know there is generally some leeway in the application of all rules, I would also assume there is an upper limit where subjectivity no longer applies.
What is that upper limit?
5 times?
Is 10 times enough to get banned?
Does 20 qualify?
I would think even the dumbest user would get the point after 3-5 warnings.
