Hi,
I am viewing the Joomla.org site with Firefox 1.5.0.4 and with Maxthon 1.5.2.
The navbar that looks like this << Start < Prev 1 Next > End >> at the bottom of
http://www.joomla.org/content/category/1/1/74/ doesn't link to anything. Hovering over it or clicking on it produces no link behavior.
This problem was described in http://forum.joomla.org/index.php/topic,24615.0.html and described as being fixed.
I am using on my own site Joomla 1.0.8 with caching off and I have the same problem -- no link activity on the << Start < Prev 1 Next > End >> bar.
Any ideas on what needs adjusting?

That is because all the items for this item are being displayed.
If you set the display number to 10 for example, then the naviagation bar becomes active.
The navigation bar is only active when needed. if it is not clickable as a url, then it is not active.

AhHa! Thanks for the quick reply. You and your Joomla! team are awesome! Not many can have a firm grasp on the big issues as well as the tiny.
The behavior in question makes sense up to a point, if the navbar can't take you to a new page then it doesn't. But if it is "smart" enough to only be active when there is something to do, then perhaps it could be made to display only when there is something to do.
To my way of thinking, if something visible looks like it is a link, it should work or be obviously disabled or grayed out. The convention of just refreshing the page, for example, when you are on the home page and you click on a menu or link to the home page, is a preferable solution, IMO than to just display dead text. But it is preferable only because it is used so often that when it happens I've learned that it may mean that I'm already there. Dead text, to me looks like a mistake.
Perhaps you can copy this thread to the request for new features section of the forum or should I go and make an entry there? What is the preferred way of transitioning "bug" reports into feature requests?
