OK, hate to sound stupid, but I'm a designer. Not to swift on setting up a bunch of preferences to talk to a database. How would I do this on a local machine without some nifty installed like Fantastico?

My problem is that my current webhost (iPowerWeb) is transitioning everything and will charge me $75 an hour to install Joomla right now.
